SECRETARY

Current position: Director of Corporate Services, Tanzania Fertilizer Regulatory Authority (TFRA).
Professional role: Executive Secretary, African Public Sector Human Resource Managers’ Network.

Ms. Victoria Mwanri Elangwa is a Tanzanian human resources and corporate services professional with over 20 years of experience in leadership, strategic management, human capital development, and organizational transformation.

She serves as the Director of Corporate Services at the Tanzania Fertilizer Regulatory Authority (TFRA), where she oversees finance, administration, human resources, planning, donor-funded activities, and construction projects.

Throughout her career, she has held senior positions at Barrick Gold, TANESCO, and the Medical Stores Department (MSD), where she served as Director of Human Capital and Administration for over eight years. Her professional experience includes human resources management, organizational development, employee engagement, and strategic planning.

Ms. Elangwa holds a Master of Business Administration (MBA) from the University of Dar es Salaam and is pursuing a PhD in General Business Management. She is also a certified human resources professional and a certified board member of the Tanzania Institute of Directors.

In addition to her executive responsibilities, she serves as Vice Chairperson of the Board of the Energy and Water Utilities Regulatory Authority (EWURA) and has held leadership roles in other institutions, including World Vision Tanzania. She is actively involved in mentoring emerging leaders and supporting professional development.

Her contributions to human resources transformation have been recognized through awards, including the HR Excellence Award and the Workforce Game Changer Award.
