Vice President

Current/known position: Assistant Commissioner for Human Resource Management at the Uganda Registration Services Bureau (URSB).
Network leadership: Vice President of the African Public Sector Human Resource Managers’ Network (APS-HRMnet), elected in November 2023.

Mr. James Wasagami is a Ugandan public sector human resource management professional with experience in human capital management and public service administration.

He serves as Assistant Commissioner for Human Resource Management at the Uganda Registration Services Bureau (URSB), where he contributes to the management and development of human resources within the public sector.

In November 2023, Mr. Wasagami was elected Vice President of the African Public Sector Human Resource Managers’ Network (APS-HRMnet) during the Network’s 8th Annual Conference in Nairobi, Kenya. In this role, he supports the Network’s mission of promoting professionalism, excellence, integrity, and effective human resource management across Africa’s public service.

He has also participated in regional initiatives aimed at strengthening human resource management practices, professional collaboration, and institutional capacity development. In June 2025, he participated in the formalization of the APS-HRMnet Kenyan Chapter.

Through his professional responsibilities and leadership in APS-HRMnet, Mr. Wasagami contributes to advancing strategic human resource management and strengthening public service delivery across the African continent.
